Very old APC DC to AC power inverter?

I have an old APC device that let's me use a 3 pronged power device such as a charger in my car. Is it possible that it cannot supply enough power to my new laptop, because the laptop cannot decide if it is on power or battery. Is it possible that my device cannot put out enough power to charge it?
