Selecting an inverter - system charged by 2 12V batteries/40 amps, do the inverter amps need to equal 40?

The system has 2 batteries, 12V each. They are capable of producing 40 amps (combined). Does the inverter need to equal the 12V / 40 amps of the batteries? or only the 12V capacity?
