When to start saving for apartment at age 17!!?

I am 17 years old and I'm starting to think about my college years and my apartment. But Me & my boyfriend are having a hard time trying to find a job. So with that, it's hard to save money to get my apartment. How could I start saving money and making sure I'll have enough money to get my apartment and paying rent and bills. I didn't think it was going to be this hard but I need help...!!!
