How do I transfer my solar power?

Ok, so now I know how a solar panel works... Now how do I transfer the power? Do I have to spen $200 on an inverter to transfer so little energy? About 70 watts of it? Basically I'm asking how I get the power from the cells to my device. ( I'm trying to power a device without a battery that needs 46watts, 12volts, and 3.25 amps)
